Italy: the foreign ministry call and the regional right to support

Italy has two unconnected lines: an annual call by the ministry of foreign affairs and regional support based on family income. They are submitted to different places on different calendars.
The foreign ministry call
The Study in Italy portal is a state one, run by the ministry of foreign affairs. The annual scholarship call for foreigners is announced there: the announcement itself, the guidelines and the frequently asked questions sit on the same portal, and applications go through a personal account on it.
A practical consequence: look for the conditions in this year's announcement rather than in retellings. The call has its own calendar, and it does not coincide with the admission calendar of any particular university.
Regional support
The second line works entirely differently and usually comes as a surprise. In Italy the right to support is determined not only by academic results but by the family's economic situation, and it is handled neither by the university nor by the ministry but by a regional body for the right to study.
Three consequences follow:
- The application is separate from admission and goes to a different institution.
- Conditions differ by region: the same student gets a different answer in different parts of the country.
- You will need proof of the family's income and property drawn up under Italian rules — and that is the longest part of the preparation.
Where to look for programmes
Universitaly is the portal of the ministry of universities and research. You need it to find the study programme itself and the conditions for admission to it; it also gathers information about concessions and scholarships and about the formalities of entry and stay.
What this means in practice
The two lines neither replace nor exclude each other: the ministry call is a selection before you arrive, regional support is a right assessed once you are there. Start both at once, because proof of income takes longer to assemble than it seems.
