Moldova: the documents you arrange before you leave

Some papers for admission are issued only in Moldova, and ordering them from abroad is hard or impossible. Here is which authority does what, in what order to go, and six places where documents have to be redone.
What you need to do
Some documents exist only in the country that issues them. A criminal-record certificate, duplicate civil-status certificates, register extracts, the legalisation of school and university documents — all of these are arranged in Moldova, through Moldovan authorities, under Moldovan rules.
The main decision here is not "which document do I need" but when to arrange it. From another country, ordering the same document turns into a power of attorney, postage and waiting, and an admissions committee will not wait.
The second decision is the apostille. Without it a foreign institution is not obliged to accept a Moldovan paper: an apostille is precisely how one state confirms the signature and seal of another. It is obtained before departure, at home, under a clear procedure and for a clear price.
Which authority does what
Three different addresses, and confusing them is expensive:
- The public services agency — civil status documents, certificates, extracts, duplicates.
- The ministry of education and research — school and university documents: what is issued, how it is certified, and how foreign education is recognised.
- The ministry of justice — the apostille. This is a separate authority and a separate step, not a service inside the first two.
The order of actions
- Collect the receiving side's list of requirements, not a general one. The list is set by whoever accepts the documents: a university, a recognition authority or a consulate. Until you have that list, there is nothing to certify.
- Obtain the documents themselves. A duplicate certificate, a record certificate, an extract — each has its own production time, and they do not run in parallel with the apostille.
- Get the apostille. The procedure has two modes, ordinary and urgent, and they cost different amounts. The timeline also depends on the authority's workload, so a buffer is needed even for the urgent one.
- Arrange the translation. In one country a consular translation with legalisation will do, in another you need a sworn translator from the receiving country's official list, in a third the translation can be ordered after arrival. Those are three different answers, and the choice is made by the receiving side's requirement.
- Check the special cases. Soviet-era documents, school certificates from a shorter length of schooling, statements from a foreign university — each has a caveat of its own.
- Close the Moldovan formalities unrelated to study. The military register is a separate procedure, done at home, and usually remembered at the border.
What goes wrong
The apostille is obtained before the requirements are known. Sometimes it is needed on the original, sometimes on a notarised copy, sometimes on the translation. Guessed wrong, it means another trip to the authority.
Only the translation is certified. In a number of cases legalisation is required for both the original and the translation — one of the two does not satisfy the requirement.
People save on urgency where a buffer is needed. The ordinary mode is cheaper, but timelines depend on workload. Planning against the lower bound of a range means planning for the authority's best day.
Any translator will do. Some countries accept a translation only from a sworn translator on their own official list. A translation made by anyone else does not become a document.
An old document is submitted as an ordinary one. Soviet-era certificates may require a duplicate, and school documents from a shorter length of schooling are covered by a separate recognition rule. Finding this out after submission costs a month.
The certificate's own validity period is forgotten. A certificate issued too early may already be out of date by the time you apply, under the receiving country's rules. This is the most common reason for redoing things, and the only one that cannot be fixed afterwards — only calculated in advance.
Where this is stated officially
- Agenția Servicii Publice — the public services agency: civil status documents, certificates, extracts, and how to apply.
- Ministerul Educației și Cercetării — the ministry of education and research: what is issued for school and university documents and how they are legalised.
- Ministerul Justiției — the ministry of justice: the apostille, its modes and its fees.
How to check the requirement is still current
Check not only the list but the document's validity period, and count it backwards from the date you will apply rather than forwards from the date of issue.
Fees and timelines are collected below, each with a link to its primary source and a verification date. Beside them stand the requirements of two receiving countries — they show why an apostille and a sworn translation are needed at all: the requirement is set not by Moldova but by whoever accepts the paper.
